Both are located in Ravenrock, which is in Solstheim. If you have the Dragonborn DLC, Glover Mallory the Blacksmith has 2k gold and Fethis Alor has 1500. If you are in the Thieves guild, fences start at 1k gold and can reach 4k and they buy anything. Imperial and Stormcloak Quartermasters have 1k gold. They are great for selling weapons and armor. There is usually one in each city and some cities have two. Alot of the Blacksmiths have around 1K gold, although it varies.
